1. Arab initiatives in Israel As a veteran of several projects in more than one technological incubator, both governmental (funded by the Chief Scientist's office of the Ministry of Industry, Trade and Commerce) and private (venture capital funds), I can say that the lack of Arab projects in incubators is mostly due to the lack of proposals. Every proposed project is judged on its merits, but in order to obtain support you first have to submit a project that has reasonable scientific supporting evidence and a reasonable chance of succeeding. Like the fellow complaining that he never wins the lottery, you can't win if you don't buy a ticket, you can't get approval for a project at a technological incubator if you don't submit a proposal.
