Electric scooters still require infrastructure. Many car-dependant cities don't have bike lanes, greenways and sidewalks going enough places to make PMDs a viable option for commuting or errand-running. So we are back at the bike problem: need infrastructure for larger adoption, need larger adoption to convince cities to invest in infrastructure.

A nice idea, but for most of the world, inclement weather or even extremes of hot and cold temps, will keep people in cars or on buses.
