Actually, "driving responsibly" would be obeying the traffic laws, not using Waze to drive recklessly except when it informs you there's a camera nearby. Israel holds HAMAS, Lebanon and Syria responsible when their territory is used for attacks on Israel, even if HAMAS or the governments of Lebanon and Syria were not involved in the attacks themselves. Maybe the government is just applying this principle to vehicle owners: if you own the car, you're responsible for how it's used?
